Devanampriya Chakravartin Samrat Ashoka constructed 84000 Sangharama. He was the first Samrat who started State policy of "Education for All". Buddhist sites comprises of three types of structures. These structures are called as Sangharama or Vihar. They are:

1. Temple or shrine

2. Chetya

3. Monastery.

Mahavihara and Viharas were great learning centres for study of knowledge and wisdom, as well as practicing Vipassana Meditation for developing insights. It has Stringent vinayas rules of discipline for inmates. Violations of them led to expulsion and other punishments.
